Mr. Ackroyd's opinion was substantially the same as the instructions conveyed to Mr. Deane by direction of General Cameron and Sir G. Bowen, but it was given more fully, explaining the reasons on which it was based.

6. I have called upon the Acting Attorney General to report on the present Memorial of Mr. Deane, and annex his report for Your Lordship's information.
In my opinion a far more serious question is raised in this memorial than whether the instructions conveyed, by my directions, to Mr. Deane in May last should be cancelled or amended. It is stated in para. 8 of Mr. Deane's Memorial that if the local Ordinances in his opinion gave
